摘　　要：政策扭曲是政策过程中经常会出现的一种情形,它也属于制度变迁的一个内容。对政策或制度扭曲的原因,可以有很多不同的解释,其中,政府偏好的因素在制度变迁和政策扭曲过程中扮演着很重要的角色。收容遣送制度的变迁为我们解释政策在执行过程中如何受到政府偏好的影响而被高度扭曲提供了一个恰当的案例。通过该案例的分析,本文提出了一个有关制度扭曲的一般性分析框架,即以国家为中心的秩序塑造、分权化下的地方冲动和路径依赖的制约。The distortion of policy or institutions,which is one of the content of institutional change,is a normal state in the process of public policy.There are many different explanations about this kind of distortion.This article argues that the factor of governmental preference takes a significant role in the process of policy distortion.The System of Internment and Repatriation is a good example for analysis of how the policy is severely distorted under the influence of the governmental preference.This article,through case study,develops a general analysis framework about the distortion of policy or institutions,which contains state-centric order shaping,decentralization and the actuation of local governments,and the restriction of the path dependence.
