摘　　要：网络文化产业作为新兴产业正在崛起,同时也面临产业生态危机,即产业生态多样性危机、产业生态结构失衡危机、产业生态技术安全危机、产业生态污染危机与产业生态伦理危机,亟需政府科学的管理与规制。然而,现有网络文化产业管理的失范与弊端又凸显出管理模式重塑的必要性,客观上推动了网络文化产业公共治理命题的提出。网络文化产业公共治理应把"公共心态"作为公共治理起点,要把"分类分级"作为公共治理的内在理念;把"制约平衡"作为产业生态系统的运行法则,应以政府、企业、第三方以及个体为治理主体,在现代制度平台与技术平台上,构建一个具有技术效率、配置效率与制度效率的治理体系。The network cultural industry is on the rise and at the same time facing 'ecological crisis,' namely,diversity-crisis,structural imbalance crisis,technical safety crisis,ecology pollution crisis and eco-ethical crisis of industrial ecology.Therefore,it is necessary to manage the network cultural industries,but the management drawbacks show the requirements of public governance.The characteristics of network cultural industries and the inherent logic of public governance had decided the public governance of network cultural industry should put 'public mentality' as the logical starting point for public governance;'classified' should become the internal idea;the 'restriction and balances' should be as the functioning laws of industry ecosystems;and realize both the regulation of network cultural industries and cultural construction simultaneously.Thus,the public governance of network cultural industries should construct a governance system of technical efficiency,allocative efficiency and system efficiency by the multiple main basing on modern system platform and technology platform.
