美国市政债券发行规模的影响因素分析及对我国的启示——基于灰色关联度的实证研究

摘　　要：选取美国2010年51个州的市政债券相关数据作为初始样本,利用灰色关联分析的方法,对影响美国市政债券发行规模的因素进行实证研究。结果显示:财政赤字、现有流通规模、财政收入等因素会不同程度地影响美国市政债券发行规模。而我国地方政府确定市政债券发行规模时也应考虑地方政府资金需求、地方政府偿债能力及投资者需求等因素,从而形成有效的债务约束机制。Selected the U.S. municipal bonds data of 51 states from ＂Municipal Bond Credit Report＂ in 2010, it uses the gray relational analysis method to research factors on the impact of municipal bond issuance. The result shows that budget deficit, the existing flow of scale, fiscal revenue and other factors will affect the U.S. Municipal bond issuance. China＇s local governments to determine the municipal bond issuance should also consider the funding needs of local government, local government insolvency and investor demand and other factors, which form an effective debt constraint mechanism.
