清代河官选任问题研究

摘　　要：河官是清代官僚体系中的特殊群体。清朝在河官选任上有特殊规定,如要求熟悉河务、身家殷实、吃苦耐劳、清正廉洁。同时,在河官选任中实行预选,将题补权力交由河道总督,放宽回避制度等。这些措施在清代河官选任中起到了积极作用。The officials on the river conservancy were a special group in the bureaucratic system in the Qing Dynasty.There were special provisions in the selection and appointment of the officials,such as they should be familiar with river works,rich,hard-working,honest and upright,etc.Also,there were many liberal measures in the system of pre-selection,the system of proposed appointment,the system of avoidance.The purpose of these measures was to select outstanding officials of river conservancy.Indeed,they played an active role in the selection of these officials.
