摘 要:交通建设"两个路网体系",是今后中国公路基础设施供给实现效率与公平的重要举措。从公路产品的基本属性出发,提出了公路产品属性的纯度概念,在准公共产品框架下对公路产品的公共品属性进行了细分分析,并在此基础上对公路产品的供给模式进行了讨论。分析认为:公路产品纯度理论是交通建设"两个路网体系"的经济学基础;高速公路与普通公路是2种纯度不同的公共产品;在公共财政匮乏情况下,高纯度公路产品(如普通公路)应选择政府供给模式,低纯度的公路产品(如高速公路),则可通过市场融资模式实现有效供给。The policy of "two systems of highway networks" is the significant step for the transportation infrastructure supply with efficiency and fairness.The concept of purity of highway as a product is brought forward according to its basic characteristics.The public goods characteristics of highway as a product are studied in the framework of quasi-public goods theory,and the choices of highway supply patterns are given.The conclusion shows that the purity theory for highway as a product is the economic foundation for the policy of "two systems of highway networks".Both of expressways and ordinary highways are public goods,but the purity characteristics of them are different.Therefore,the high-parity product(like ordinary highways) can be supplied by the government while the low-purity product(like expressways) can be supplied by market financing.
