南宋两淮军事指挥系统运行机制

摘　　要：以南宋都督府的设置和运作为例,考察南宋两淮地区军事指挥系统及其附属机构的人员调配、财物管理等运行机制。分析认为:其性质更接近于中央派出机构,而与日后的制置司等机构迥然不同;南宋两淮战区军事主官享有一路(实际是淮南东、淮南西二路)的军事独裁权以及相对独立的行政、人事、财政权。This paper,taking the institution and operation of the Southern Song Dynasty,examines the military chain of command in Huaihe River region,the allocation of its subsidiary bodies and the operation mechanism in its goods management.The analysis indicates that it was more similar to the central dispatch but quite different from the subsequent home secretary,and other institutions.Military officers of Song Huai River theater enjoy all the way（actually east of Huainan,west of Huainan） in military dictatorship,and it is relatively independent of the administration,personnel,financial powers.
