竞技体育管理体制与社会转型的内在联系

摘　　要：以足坛之乱为标志,中国竞技体育领域中存在着弄虚作假、徇私枉法、利益分配争端、兴奋剂丑闻、行政价值超重等问题,这些问题折射出中国竞技体育领域的一系列内在矛盾。中国竞技体育领域内的问题与矛盾形成的原因诸多,但都与中国正处于社会转型期紧密相关。中国社会转型之核心,是从政治型社会向经济型社会和公民社会的转变。由于这一转型还远没有完成,在社会公共资源配置中的权力分配与权力运作领域,新旧体育体制、新旧价值观念、新旧思维方式与失之于公正的实体性法律规范和程序性法律规范、各种潜规则等多方面因素胶着地纠缠在一起,致使旧体制下形成的既得利益阶层仍掌握着许多本不应再由其掌握的公共权力,在竞技体育市场中既充当着规则的制定者、解释者、修改者,又充当着规则的执行者、监督者,既是利益分配者,又是利益获取者;竞技体育管理体制中的问题和矛盾之根本解决,将依赖于从政治型社会向经济型社会和公民社会之转型的实现。In the field of competitive sports in China,there are deceptions,abusing of law and favoritism,disputes over interest allocation,doping scandals,and overweight of administrative value.All these deficiencies reveal a series of inner paradoxes in the field of competitive sports in China,which are caused by many factors.However,they are closely connected with the social transformation in China,in which China is transforming from political society to economic and citizen-oriented society.However,this process is far from completion,and many factors are tangled together,which make the vested interest groups still control the undue public power.They act as the compiler,interpreter and reviser of regulations,and the practitioner,supervisor of these regulations.They are both the allocator and gainer of interests.The solution to such problems and contradictions lies with the realization of social transformation.
