摘　　要：首先,介绍了"教师教育创新平台项目"和ISO/IEC19796标准中提出的质量方法描述参考框架(RFDQ);其次,详细说明了需求分析和框架分析在"教师教育创新平台项目"中的应用和指导作用;最后,从产品、服务和解决方案的角度去保障创新项目的建设质量,从而为免费师范生和中小学教师提供优质的学习和教学资源.Firstly,this paper introduced the project and the Reference Framework for the Description of Quality Approaches（RFDQ） which was proposed by ISO/IEC 19796 Standard.Secondly,it described the application and guidance of need analysis and framework analysis in the project.Lastly,in order to provide tuition-free normal college students and primary and secondary school teachers with excellent learning and teaching resources,it ensured innovation project′s construction quality from the standpoint of products,services and solutions.
