政府培育产业集群的链式思维:以江苏为例

摘　　要：面临来自国际产业链的新一轮竞争,政府对产业集群的培育思路需要战略性调整。理论分析表明,加入全球产业链的被动升级策略应当转变为以地方产业集群为基础打造本土产业链的主动策略。政府以本土产业链的构建为目标,在链式思维的指引下,实施产业集群链的培育,可能是加快产业升级的较好途径。结合江苏的纺织、装备制造、电子信息等具体产业,分析了政府主导下产业集群链的跨地区培育方案。培育产业集群链,不仅需要政府更新和确立产业政策和产业规划中的链式思维,还需要积极转变政府职能。With a new round competition from global industrial chain,government should strategically adjust the approach in cultivating industrial clusters.Theoretical analysis indicates that the passive strategy of joining global chain could be turned into the active strategy of establishing domestic industrial chain based on local industrial clusters.With the guidance of chain approach,cultivating industrial cluster chains might be a effective way to promote the industrial upgrade.Specific blueprint for government to cultivate industrial cluster chains are also provided with cases from textile,equipment manufacturing and electron information industries.Moreover,the approach requires not only the transformation in industrial policy and planning,but also the transformation in government function.
