摘  要:研究目的:提出保障河南省粮食生产核心区建设的土地利用战略重点。研究方法:实地调研法,专家咨询法,文献研究法。研究结果:耕地占补平衡压力增大、耕地保护缺乏长效机制、粮食生产致贫影响种粮积极性、提升耕地综合产能的投入不足、资源环境约束增强成为河南省粮食生产核心区建设面临的突出问题。研究结论:河南粮食生产核心区建设的土地利用战略重点是实现耕地保护由数量管控向质量管理和生态管护三位一体的重大转变。具体包括:(1)转变耕地保护思路,丰富粮食安全内涵;(2)完善耕地保护机制,增强耕地保护积极性;(3)全面改善耕地质量,提高粮食综合产能;(4)加快农业现代化进程,提升农业比较效益;(5)探索生态友好型土地利用模式,打造绿色粮食生产基地。The purpose of the paper is to put forward strategic focus on grain production core area construction in Henan Province. Methods employed include empirical survey, experts' consultation and literature review. The results shows that there are some urgent problems in core area construction,including increasing pressure on balance of cultivated land, shortage of long-term mechanism for cultivated land protection, poverty caused by grain production, inadequate investment in promoting cultivated land comprehensive production capacity, growing constraints on resources and environment,etc. It is concluded that strategic focus on core area construction is to achieve the changes of cultivated land protection from quantity-oriented management to quantity-quality-ecology-oriented management. Specific measures are to: 1 ) transform the concept of cultivated land protection and enrich the connotation of food security; 2) improve the cultivated land protection mechanisms and enhance enthusiasm for it; 3) better cultivated land quality and improve the comprehensive grain production capacity; 4) speed up agricultural modernization process and improve agricultural comparative effectiveness; 5) explore eco-friendly land use patterns and build green food production base.
