稳中求进是促进今年经济稳定健康发展的正确决策  

Making Progress while Ensuring Stability is a Correct Decision to Enhance Steady and Healthy Economic Development This Year

摘　　要：为贯彻中央提出的今年经济社会发展要突出把握好稳中求进的工作总基调,2012年中国经济的首要任务是稳定经济并保持经济平稳增长。为此,要继续稳定物价,在经济稳定条件下加大转方式调结构力度,提供更多的公共产品和服务,进一步改善民生。同时,经济改革要有新突破:要对一些难度较大改革,比如垄断行业改革、居民收入分配制度改革、政府职能转换改革、中央和地方财政管理体制改革等做好顶层设计总体规划;要积极推进有利于稳中求进的改革,包括稳步推进利率市场化改革,推进资源产品价格改革;继续调整和优化财政支出结构,更好地为稳增长稳物价转方式惠民生服务。In order to implement the general keynote laid by the Central Committee to stress making progress while ensuring stability in this year＇s economic and social development, the primary task for Chinese economy in 2012 is to stabilize the economy and maintain a steady economic growth. For this purpose, prices should continue to be stabilized. On condition of economic stability, mode transformation and structure adjustment should be en- hanced to provide more public goods and services for further improvement of the people＇ s livelihood. At the same time, new breakthroughs should be made in economic reform. General programming of top-level design should be well prepared for relatively difficult reforms such as those of the monopoly industries, the system for income distri- bution of residents, transformation of governmental functions, and the central-local financial management system. Reforms advantageous to making progress while ensuring stability should be actively promoted including steady pro- motion of the market oriented reform of interest rates and the price reform for goods of resources. The fiscal expend- iture structure should be continuingly adjusted and optimized to better stabilize growth, stabilize price, transform mode, and benefit livelihood.
