摘　　要：城市贫困问题实质上是在立法上对社会有限资源分配失衡和在司法上长期不作为的结果。本文以政府职能为视角提出,建构反城市贫困的法律体系和通过司法实现社会资源的公平分配是解决城市贫困问题的路径所在。The problem of urban poverty is essentially caused by the allocation imbalance of social limited resource in the legislation and ignorance of the problem in the social justice for a long time.This article proposes that the construction of legal system against urban poverty and the equitable distribution of social resources is the path to solve the problem of urban poverty.
