摘　　要：应急信息平台是突发事件管理与应急决策的重要支撑工具,GIS是一种高效地图分析处置技术,构建基于GIS技术的应急信息平台是提高政府应急管理工作水平重要途径。本文通过对政府应急管理工作的分析,给出政府应急信息平台-GIS系统的开发方案。首先,给出了政府应急信息平台-GIS系统的框架结构及其功能,接着给出了该系统数据库的详细设计,最后以天津经济技术开发区应急信息平台-GIS系统为例,介绍了给出该系统的开发方式和主要功能。Emergency information platform is an important support tool of incident management and emergency decision-making, and GIS is an efficient disposal of map analyzing, so building GIS-based emergency information platform is an important way to improve the level of emergency management of government. A development scheme of government emergency information platform based on GIS was given after analyzed the work of government emergency management in this paper. Firstly, frame and function of government emergency information platform based GIS were given; secondly, a detailed design of the database of this system was given; finally, by the analysis of the case of Tianjin Economic-Technology Development Area emergency information platform-GIS system, the development method and the main functions were introduced.
