摘　　要：阐述了扶贫开发与农村最低生活保障制度的功能定位及其在辽宁省的实施状况,提出完善辽宁省扶贫开发与农村最低生活保障制度有效衔接的建议:建立贫困人口识别机制,科学界定"两项制度"的工作对象;善用"两项制度"的专项资金,提高资金使用效益;稳步推进农村最低生活保障,确立"发展型"扶贫开发工作机制;加强配套性制度建设,为"两项制度"有效衔接创造良好条件。The paper expounded the functional positioning of rural minimum living security system and development for poverty relief as well as their implementation in Liaoning Province,and then proposed some suggestion on the effective cohesion of the rural minimum living security system and the development for poverty relief,including establishing the recognition of poor population,scientifically defining the objects of the two systems,planned use of the special funds,improving the utilization efficiency of funds,promoting the steady implementation of rural minimum living security system,building the development-oriented poverty relief mechanism,enhancing the construction of supportive system,and creating good conditions for the effective cohesion of the two systems.
