摘　　要：旨在规范基层用药,缓解看病贵看病难问题的国家基本药物制度的实施在取得一定成效的同时,也带来了新的问题和矛盾。文章针对这些问题和矛盾,从核心理念、基本原则、根本方法、推动力量、关键措施和制度保障方面提出了解决的途径。While the implementation of national system for basic pharmaceuticals has achieved the goal to regulate medication in grass-roots institutions and ease the problems of ＂Medical Treatment Difficult and Expensive Medical Treatment＂,it also has brought some new problems and contradictions.According to these problems and contradictions,some countermeasures were put forward in aspects of core concept,basic principles,fundamental approach,driving forces,key measures and system assurance.
