摘　　要：建立水资源管理责任和考核制度是落实2011年中央1号文件、实行最严格水资源管理制度的重要保障。最严格土地管理责任和考核制度实行过程中,积累了丰富的做法经验,可为建立水资源管理责任和考核制度提供借鉴参考。介绍了最严格土地管理责任和考核制度的经验做法,在此基础上总结了最严格土地管理责任和考核制度对水资源管理的启示。Establishment of water resources management responsibilities and appraisal system is a safeguarding measure for the fulfillment of objectives listed in the 2011 Central Government No. 1 Document and basis for the implementation of stringent water resources management system. In the practice of implementing stringent land management responsibilities and appraisal system, rich experiences have been accumulated that can be a reference for the establishment of water resource management responsibilities and appraisal system. Based on the introduction of practices and experiences of establishing stringent land management responsibilities and appraisal system, the revelation for establishing water resource management responsibilities and appraisal system is presented.
