摘　　要：太湖流域水污染问题突出,2007年5月因太湖蓝藻暴发,引发了无锡市城市供水危机。2007年后,国务院先后批复了《太湖流域水环境综合治理总体方案》和《太湖流域水功能区划》,流域水环境综合治理得到全面实施。本文介绍了《太湖流域水功能区划》和《太湖流域水环境综合治理总体方案》的编制过程和主要内容,提出要以流域为单元,按照水功能区水质保护目标的要求,从严核定水功能区纳污能力,提出限制排污总量,并在此基础上制订流域水环境综合治理规划,予以实施。Water pollution is a serious problem in Taihu Basin. In May 2007, the outbreak of algal bloom resulted in water supply crisis in the Wuxi City. After 2007, the State Council ratified Master Plan of Integrated Regulation of Water Environment of Taihu Basin and Water Function Zoning of Taihu Basin, embarking the comprehensive treatment of water environment in the basin. Introduction is given to the writing and main contents of the two documents which propose to check and ratify the assimilative capacity of water functional zones, put forward the limitations of total pollutants discharge, draw up and implement integrated basin management plan in accordance with the objectives of water quality standard of water functional zones by taking watershed as an unit.
