摘　　要：通过对中国科学院国家科学图书馆、中国科学信息技术研究所与资源提供商签订的许可协议的实例分析,指出资源许可协议对我国图书馆可适用的著作权例外的挤压与限制。目前,要求修订国际或国内著作权法,明确资源许可协议不应超越法定的可适用于图书馆的著作权例外之上。By analyzing the example of information resources license agreement signed by the Centre for Documentation and Information,Chinese Academy of Social Sciences（LAS） and the Institute of Scientific and Technical Information of China（ISTIC） on the one side and the information resources provider on the other side,this article points out the press and limitation of the information resources license agreement on the copyright exceptions applicable to Chinese libraries.At present,it＇s demanded that the copyright law at home or abroad should be revised,and it＇s necessary to make it clear that the information resources license agreement should not override the statutory copyright exceptions applicable to libraries.
