摘　　要：邮传部在推动清末铁路事业的近代化演变中发挥了极其重要的作用,其主要表现有四:1.对线路布局、轨制、枕木等进行统筹划一,2.推出免税、筹集资金等一系列建设措施,3.支持各地方铁路发展,4.大力发展铁路营运。Xhe Postal Department played an important role in promoting the modernization of railways in the late Qing Dynasty in the following four aspects： general planning of railway network, tracks and sleepers; introducing policies like tax exemption and funding for railway construction; supporting local railways; supporting operations.
