摘　　要：基于唐山地震和阪神地震 ,从理性认识的高度分析了城市地震灾害紧急救助的主要时序特性。这些特性是地震救灾的一种规律 ,它们取决于地震灾害的突发性 ,多种灾害的叠加性、综合性和不能自发复原性 ,灾民性命救助的急迫性和救灾内容、步骤。On the base of study of the Tangshan and the Kobe earthquakes, this paper analyzes main characteristics of time sequence of the emergency response to earthquake disaster in city There characteristics show a law of earthquake disaster relief These characters depend on factors, such as paroxysm of earthquake disaster, superposition of multi-disaster, syntheses and incapacity of spontaneous recovery, urgency in rescuing victims and similarity in content, step and method of the rescuing
