摘　　要：主流价值观的差异决定社会治理模式不同,而经济管理手段是由社会治理模式来决定的。冷战思维是2008年国际金融危机的重要成因之一,它继承着资本主义同盟的冷战任务、在全球扩展资本主义意识形态的民主价值观、遏制和消灭社会主义的发展模式。冷战思维在两个层次影响国际金融:第一,对异质发展模式的敌视,加剧了国际政治经济运行的动荡;第二,对社会进行新自由主义的治理与经济管理,致使金融危机难以避免。The different mainstreams of social values determine different modes of governance, while the means of economic management is determined by the governance model. The Cold War mentality is one of the important causes of the international financial crisis since 2008. It has inherited the task of the capitalist alliance of the Cold War, the global expansion of capitalism ideology and democratic values, so to curb and destroy the socialist model of development. Cold War mentality affects the international crisis of finance and debt at two levels： firstly, it is hostile to foreign models of development and exacerbates the volatility of international political economy; secondly, its adoption of neo-liberal social governance and economic management makes the international crisis of finance and debt inevitable.
