摘 要:质量管理组织结构是医院质量管理体系有效运行的载体。通过浙江省21家三级甲等综合性医院质量组织机构设置、部门职能设计、质管人员工作现状等三个方面的调查与分析,发现单独设置质管职能部门与非单独设置质管职能部门的医院数大致相等,已设立的质管部门职能以病案管理、质量检查等常规传统内容为主,专职质管人员队伍在人员结构、个人能力、职业发展等方面存在困难与限制。提出新医改背景下独立设置质量职能部门是主要的改革方向。The quality management organization structure is a carrier for hospital quality management system effectively operation.Based on the investigation of quality management organization structure setting,functions of department and the working status quality management staff in 21 A level tertiary general hospital in Zhejiang Province,the amount of hospitals which established a formal and independent structure for QMS was equal to the ones which distributed all functions of QMS within current organization structure,responsibilities for quality department included mainly regular and conventional work such as medical record management and quality inspection and the personnel structure for fulltime quality staff,personal capacity and career development for each member of staff faced some difficulties and limitations.It was suggested that the establishment of a formal and independent quality department was the trend of new health system reform.
