服务型政府建设中非政府组织参与能力的提升

摘　　要：非政府组织参与服务型政府建设具有客观必要性和现实可能性。随着服务型政府建设的推进,我国非政府组织参与呈现出地位由补充助手到合作伙伴、范围由社会边缘到政治中心、面临的机遇和挑战由潜藏到凸显的发展趋势,非政府组织的公共服务、政策倡导和监督调解等角色扮演也更加多元,这些都对非政府组织的自身参与能力建设提出了新的要求,即:树立合作伙伴的参与理念,积极培育公共理性;加强自身建设,提升参与实力;完善合作机制,拓宽参与范围。It is of objective necessity and realistic possibility for nongovernmental organizations to participate in the process of building a service-oriented government. This paper explores the trend of nongovernmental participation, and states that nongovernmental organizations should improve their participation capability facing the new challenges. The suggestions are made as follows： constructing the concept of participation; fostering public spirit; strengthening self- building; perfecting cooperative mechanism, etc.
