摘　　要：我国是世界上溶洞资源最为丰富的国家,鉴于溶洞资源巨大的科研价值、生态价值及经济价值,对其进行保护十分必要。由于现行缺乏相关的法律或政策对破坏溶洞的行为进行限制,溶洞保护现状不容乐观。因此出台一部专门的溶洞保护法,明确溶洞资源权属、溶洞资源保护方式及保障措施等意义重大。China is the most abundant country in cave resource in the world.It is necessary to implement protection in consideration of the great scientific value,ecological value and economic value of the cave resources.The present situation of cave protection is not optimistic for lack of related laws or policy to prevent the acts of damaging caves.Therefore it is of great significance to issue a specialized law of cave protection,ascertaining the ownership of cave resources,the means of protection,and guarantee measures.
