摘　　要：合作共识的形成,既需要屏蔽权力与资本的干扰,又需要发挥话语的建设性作用。阿罗定理仅重视了前一个侧面,其带有悲观色彩的结论在所难免。理解性话语及其粘结的交往结构,提供了将两个侧面结合起来的可能途径。发展理解性话语的可行之路在于确立相应的话语规范和体现纯粹程序正义的话语制度。The formation of the cooperation consensus, lies not only upon shielding it from the interruption of the power and capital, but also upon the constructive effect of the discourse. The Arrow＇ s Theorem merely focused on the former, which inevitably led to a pessimistic conclusion. Comprehensive discourse together with the inter - structural mechanism provides us with a possibility of combining the two sides. Therefore, developing the compre- hensive discourse rests with establishing the corresponding discourse standards and the discourse system which pure- ly embodies procedural justice
