摘 要:综观我国古代和现代治理水土流失的实践认为 ,黄土高原水土保持应以“平治水土”为理论基础 ,其方略为 :尽量级级分散拦蓄和充分利用当地水沙资源 ,缓坡耕地及缓坡土地尽量梯化 ,建设集约经营的基本农田 ,因地制宜实施陡坡还林还草 ,建立农林牧草生产在治理单元内能够协调发展的农林牧草水综合体 ,以开发促治理 ,以治理保开发 ,持之以恒 ,努力实现高标准的山川秀美。Comprehensive review of ancient and current practices in soil and water loss control show that soil and water conservation in the Loess Plateau should be theoretically based on the “balanced harness of soil and water” and with the following strategy: to make as more as possible full utilization of local water and sediment resources and to store soil and water step by step, to terrace gentle slope land, to construct intensive farming basic land, to forest on steep slope land, and eventually to construct a integrated management unit in which there will have harmony development of agriculture, forest and grass industries. In order to have beautiful mountains and rivers with high quality, there should have continuous efforts in promotion of harness through development and in promotion of development through harness.
