摘 要:项目治理理论认为项目控制权配置与风险分担的匹配性对项目建设绩效具有深远影响,然而现有工程项目交易方式的选择通常仅考虑项目管理层面因素,而忽略了项目治理层面因素的影响,这导致BT模式下工程项目交易效率较低,成为制约BT项目在我国城市轨道交通项目中推行的关键因素之一。本文引入项目治理理论,以BT项目契约中风险分担匹配项目控制权强弱为原则,构建出项目特点、项目管理及项目治理三维度的选择框架,并得出强BT、标准BT、弱BT三种模式。通过案例分析验证了选择框架的有效性,为城市轨道交通BT项目的创新和优化提供了依据。The project governance theory argues that whether project control rights distribution matches risk allocation has a far-reaching impact on its performance,but the selection methods of the project delivery system usually consider the factors in project management level,while ignoring the project governance factors,which results in a low efficiency in BT mode project delivery,and becomes a key factor to restrict the carrying out of BT project in urban metro transit projects.Therefore,the article introduces project governance theory according to the principle of risk allocation matching the strength and weakness in project control rights,and establishes a three dimensional choice framework in project nature,project management and project governance,which involve three project delivery systems: the strong,the standard and the weak BTs.Through case studies the article verifies the effectiveness of the choice framework,and provides basis for BT projects innovation and optimization in urban metro transit.
