摘　　要：在公立医院回归公益性的语境下,正确和充分地调动医务人员积极性是公立医院改革成功的试金石。从利益关系的角度探讨调动积极性的根本原则,从供求关系的角度探讨调动积极性的主要思路,从政府监管、筹资制约和供给竞争角度,探讨调动积极性的路径选择。In the background of the return of public welfare in public hospitals, mobilizing correctly and fully the initiative of medical workers acts as a touchstone in the reform of public hospitals. The authors discuss the fundamental principles, the main route of thought, and the approach of initiative mobilization from the point of interest, supply and demand, government inspection and management, financing restriction, and competition of supply and demand.
