摘　　要：文中结合我国海上防污染应急资源配置现状,提出了应急资源配置存在着家底不清、机制不健全、资源配置不合理等问题,并给出了相应的对策建议,强调我国海上防污染应急能力建设的当务之急是摸清家底、建立统筹机制、解决应急资源合理配置问题。This article, based on the present status of the resources deployment for emergency response to marine pollution at sea in China, , points out some problems existed, including the uncertainty of the inventory for marine pollution emergency response, unperfect mechanism, and unreasonable deployment of the resources. This article also provides some suggestions on measures to be taken and highlights that the priority at present for capacity building in marine pollution emergency response is to make certain the inventory, establish planning mechanism, and solve the problem concerning reasonable deployment of resources.
