摘　　要：北京市为加快完善基层农业科技服务体系建设,构建全科农技员服务队伍,满足北京市农民日益增长的农业科技服务需求,2010年8月北京市农业局选聘和培养500名村级农业推广员为村级农技服务。通过对第1批上岗的296名全科农技员进行访谈和问卷调研,系统分析全科农技员的基本信息,了解全科农技员在为农民提供农业科技服务中的服务现状、技术培训及需求,发现全科农技员在服务过程中存在的困难,以此为基础提出完善全科农技员建设的相关建议。In order to improve the countryside-level agricultural technological service system,satisfy farmers＇ increasing demands for agricultural technologies,Beijing government selected and trained 500 Omnipotent Agricultural Technicians（OAT） to build an OAT system in rural areas of Beijing on August,2010.Based on a survey to the first 296 OATs,this research analyzed their performance,training received need less and finding the difficulties in the service of general process in fulfilling their job duties,aiming to make proposals for improving the OAT system.
