水利信息化工作中若干问题的探讨

摘　　要：根据多年水利信息化工作实践,针对当前普遍存在的工程实践中的理论研究、全局统筹、标准化和开放性、盲目追求所谓先进性、系统设计和过程跟踪、资源整合与节能降耗、常态业务与应急处置、多责任主体协同数据持续更新、安全意识强化与防范体系完善、人才队伍水平提升和基础设施维护的集约化等10个方面的问题展开讨论,提出一些见解和解决途径,供从事水利信息化工作的同志共同思考和研究。Based on work practices on the water resources informatization, the thesis carries out a discussion on issues encountered during project implementation, the ten issues including theoretical study, overall planning, standardization and openness, blind pursue of so-called advancement, system design and process tracking, resources integration and energy saving and consumption reduction, ordinary business and emergency disposal, sustainable upgrading of collaborative data, strengthening security awareness and perfecting defending system, quality improvement of the staff and intensification of infrastructure maintenance. The thesis also provides some suggestions and solution methods for reference.
