摘　　要：阐述移动信息技术在水利信息化应用发展的历程,针对水利业务的特点,对基于3G的水利移动办公系统进行设计与开发。分析水利移动办公系统的结构、功能设计,介绍在水利部门的实际应用,实际应用证明,系统具有良好的开放性、智能性、易操作性、实用性和可扩展性,能为水利突发性事件迅速发布信息,可在水利行业中进一步推广应用。The essay introduces the development of applying information technology at the water resources informatization. According to characteristics of water resources related business, 3G-based mobile office system for water resources is designed and developed. The essay makes an analysis on structure and function design of the system, also makes a description about its application by water resources department. Its application verifies that the system has features of openness, intelligence, easy operation, practical use and expansibility, and can quickly issue information for sudden events, and it is worth being further popularized.
