摘　　要：欠发达地区基本公共服务均等化是我国公共服务均等化的难点。南宁市基本公共服务非均等化的原因是:城乡二元体制制约,地区发展差距影响;政府间关系未理顺,财权与事权不对等;缺乏服务型政府的评价体系。推进南宁市基本公共服务均等化对策有:破除城乡二元结构的机制,实现基本公共服务的城乡均等化;加强财政支持体制建设,实现基本公共服务均等化;转变现时的发展方式,强化社会政策的体系建设;创造为"公共服务增长市场"的竞争考核体系。The equalization of basic public services in underdeveloped areas is difficult in China.The non-equalization of basic public services in Nanning is resulted from the restrain of dual-system in the city and countryside,the regional development gap,the uncoordinated intergovernmental relations and the lack of evaluation system of service-based government.The measures for improving equalization of basic public services in Nanning include breaking down the dual-system in city and countryside,strengthening financial support to system construction,changing the present development mode,intensifying the system construction of social policies,and creating the evaluation system for the competition of public service growth market.
