摘　　要：政府参与是知识产权担保开展的前提,推动知识产权担保融资的发展是政府的职责。在知识产权担保融资中,政府是参与者、扶持政策的制定者、专项资金的提供者、相关制度的保障者、风险分担者和服务提供者。在不同场合中,政府作用不同。因而,政府在知识产权担保中既是主角又是配角,更是制片人。Government participation is a prerequisite for intellectual property mortgage. It is a government responsibility to promote the development of financing under intellectual property mortgage. As far as financing under intellectual property mortgage is concerned, the government is a participant, a supportive policy maker, a provider of special funds, a guardian of pertinent regulations and systems, a risk sharer as well as a service provider. The government plays a variety of roles under different circumstances. Therefore, the government is not only a leading player, but also a supporting character and more importantly a rule maker.
