低碳农业发展与农村金融服务创新路径研究——基于碳金融视角

摘　　要：低碳农业发展离不开金融支持。利用碳金融和外部性理论分析了农村金融与低碳农业对接的可行性,提出面向低碳农业发展的农村金融服务创新路径,包括由政策性金融主导开展三农绿色信贷,农村金融积极参与CDM清洁发展机制,进行碳金融衍生品的开发。面向低碳农业的金融创新是一个系统工程,需要政府、金融机构、项目主体各方的共同努力,构建碳金融市场交易平台,制订人才培训储备计划,建立金融创新激励机制,健全碳金融风险管理与防范机制。Developing low-carbon agriculture needs financial support.The feasibility and theoretical choice are analyzed by the theory of carbon-finance and externality.The path of rural finance innovation for low-carbon agriculture development is supposed,which includes that policy finance develops green-credit,rural financial institutes positively participate in the program of clean development mechanism,and the development of carbon-finance derivatives.Financial innovation for low-carbon agriculture is a systemic project,which needs associated effort of government,financial institutes and project subject,to structure trading platform of carbon-finance market,draw up plan of manpower training and reserve,and establish excitation mechanism and risk management for carbon-finance innovation for low-carbon agriculture.
