灾后对口支援框架下产业转移与承接的模式与途径——以汶川地震灾区为例

摘　　要：分析了对口支援框架下产业转移与承接的背景及意义;从转移农业新技术、建设工业园区、对接招商等角度总结了对口支援框架下产业转移与承接的模式;提出对口支援框架下产业转移与承接的途径主要是引资入园提升产业园区的功效、选择性产业转移与承接以带动灾区产业结构升级、依托工业园区积极发展外向型产业集群、大力发展生产性服务业以促使产业集群持续发展;认为灾后对口支援框架下产业转移与承接的政策体系建设非常重要,从操作层面看重点是企业援助政策、土地支撑政策、人才支撑政策、科技支撑政策的出台和实施到位,并提出了相关建议.This paper analyzes the background and significance of industrial transfer and acquisition of post-disaster counterpart assistance framework; summarizes the patterns of industrial transfer and acquisition of counterpart assistance framework from the perspective of transferring new agricultural technology, constructing industrial park and carrying out docking investment; puts forward the approaches of industrial transfer and acquisition of counterpart assistance framework, which is attracting investment into the park to enhance the effectiveness of industrial parks, undertaking sel＇ective transfer of industry to upgrade industrial structure of disaster areas, relying on industrial parks to positively develop export-oriented industrial clusters, developing productive service in- dustry to promote the sustainable development of industrial clusters; this paper considers that the policy system of industrial transfer and acquisition of counterpart assistance framework is very important, from the operational perspective the focal point is the introduction and implementation of enterprise assistance policy, land support policy, talent support policy, and science and technology support policy, and then we put forward some related suggestions.
