摘　　要：国际制度在实践中能否有效运行是衡量该制度功能的重要标准。制度遭遇实践困境是当前国际制度运行的一种形态。在CAFTA争端解决机制的运行过程中,非正式制度的延缓及阻滞作用对该机制功能的实现造成了极大影响。为摆脱困境,需对该机制提供配套制度的支持,并淡化非正式制度对该机制的影响。Whether international institutions in practice can run effectively is a key standard to weigh functions of the institutions.Institution encountering practical predicament is a form of the current international institution operation.During the course of operation of the CAFTA dispute settlement mechanism,delaying and blocking action of informal institution has made a significant impact on the realization of institutional funtions.To get out of the practical predicament,supporting institutions should be provided,and the negative impact should be weakened.
