摘　　要：在国家金融开放和金融安全的总体战略下,粤港两地充分利用《规划纲要》所授予广东关于建立"金融改革创新综合试验区"的权限,以及CEPA在广东"先行先试"的制度安排,突破粤港金融业合作的制度、体制、机制障碍,扩大对香港金融业的开放,形成以香港为龙头、深圳、广州金融业错位发展的大珠三角金融中心圈,进而提升香港作为全球性国际金融中心的战略地位,并加快推进广东金融业等现代服务业的发展。In the context of the overall strategy of national financial opening and financial safety,Guangdong has greatly benefited from the right of setting up ＂Comprehensive Experimental Plot of Financial Reform and Innovation＂,which is endowed by The Outline of the Program for Reform and Development of the Pearl River Delta Region,and the institutional arrangement of ＂Early and Pilot Implementation＂.Under all of the above institutional privileges,this article is to discuss how to surmount the institutional 、systematic and structural obstacles for the financial cooperation between Guangdong and Hong Kong,and to expand the opening to the Hong Kong＇s financial industry,finally to construct a financial central circle of the Great Pearl River Delta leading by Hong Kong,staggered development with Shenzhen and Guangzhou financial industry so as to upgrade Hong Kong＇s strategy position as global financial centre and speed up the development of modern service industry in Guangdong.
