矿难治理的伦理困境及完善途径

摘　　要：目前频繁发生的矿难事故成为政府、媒体和民众关注的重要话题。安全生产漠视、非法生产屡禁不止、事故瞒报接连发生突显了煤矿安全生产管理过程中的伦理问题。从伦理的角度审视煤矿安全管理的过程,发现管理良心扭曲、缺乏管理人格、责任意识淡薄是造成安全事故的重要原因。完善法律法规问责制、加强对责任主体的制约和监督、明确管理责任制度等伦理制度化措施是遏制煤矿安全事故的有效途径。The frequent occurrence of coal mine accidents has become the important topic of government,media and public attention.Having no regard for safety production,the failures to prohibit illegal production and the repeated cover-up of accidents highlight the ethical problems in the management process of coal mine safety production.From an ethical perspective,we survey the management process of coal mine safety production,finding that the contorted management conscience,lack of personality and weak awareness of responsibility are the important causes for accidents.The effective measures to curb coal mine accidents are to perfect the system of accountability of laws and regulations,strengthen the restriction and supervision on main body of responsibility and clear management responsibility system.
