南京市R&D模式的国际比较及政策建议

摘　　要：发达国家经验表明,在不同经济发展阶段R&D模式具有一般规律可循。将南京市2002—2008年R&D强度、R&D来源和R&D支出结构,与发达国家同期进行比较研究,结果表明,南京市R&D投入强度基本符合规律,但政府R&D投入比例偏低、基础研究经费比例偏低。为加快创新型城市建设,建议南京市加大政府R&D投入力度、优化政府R&D结构,充分调动企业R&D投入的积极性。The experience of developed countries shows that the R ＆ D patterns comply with some rules, the general rules in the different stages of economic development. Comparing R＆D intensity, R＆D sources and R＆D expenditure structure of Nanjing with developed countries from 2002 to 2008 ,this paper showed that the R＆D investment intensity of Nanjing follow the basic rules, but R＆D investment ratio and basic research funding ratio of the government are low. In order to speed up the construction of innovative city, it proposes that the government of Nanjing should increase R＆D investment, optimize the R＆D expenditure structure, and fully mobilize the finn＇s enthusiasm of investment.
