摘　　要：随着经济和社会的高速发展,我国能源供求的矛盾越来越突出,能源安全已经成为制约我国经济社会可持续发展的重大问题。建立系统完善的能源管理师制度可以极大地提高能源管理的水平,促进经济的快速发展。目前,日本、美国和欧盟等能源利用先进国家或地区已普遍建立能源管理师制度,并在能源管理中发挥了巨大的作用。对日本、美国、欧洲能源管理师制度的研究,可以为我们开展能源管理师工作提供借鉴。With rapid development of China＇ s economy and society, China＇ s contradictions between energy supply and demand become more and more prominent. Energy security has become a major problem restricting Chinag economic and social sustainable development. Establish a sound energy manager system can greatly improve the level of energy management, and promote rapid economic development. At present, Japan, the United States and the European Union has been generally established system of energy manager, and played an important role in energy management.
