基于ISM模型的风电建设项目费用控制影响因素分析

摘　　要：采用结构解释模型(ISM)方法确认并分析了费用控制实施的主要影响因素及其相互影响关系,并按因素的驱动力和依赖性对各影响因素进行了分类和分析.最终建立了相应的解释结构模型.结果表明:成本竞争意识、市场应变能力和责任成本的落实是费用控制最深层次的影响因素,在实际的风电建设项目中应当重点进行控制.In order to carry out cost control in the wind power construction project effectively,structural interpretation model（ISM） is used to identify and analyze the major factors that affect the implementation of cost control and the relationships between each other.And these factors are classified and analyzed according to their driver power and dependence power.By this way,the structural interpretation model of the wind power construction project is established.The results showed that the awareness of cost competition,market responsiveness and the implementation of responsible cost are the deepest factors,which should be given a key control in the wind power construction project.
