摘　　要：以国际民航组织SMS框架为指导,结合我国航空公司运行与管理特点,从实践角度详细阐述了SMS的实质和对SMS的理解,航空公司主要生产部门与航空安全管理部门在安全风险管理中的职责以及中国国际航空公司近5年来建设安全管理体系(SMS)的经验。最后提出了我国航空公司SMS建设与持续完善的关键点。According to the framework conception of the Safety Management System（SMS）,propsed by the International Civil Aviation Organization（ICAO）,this paper elaborates,from the angle of practice and in combination with the operating and managing characteristics of China＇s airlines,the essentials of the SMS and the comprehension to them,the responsibilities and functions of airlines＇ main production departments and the safety management department in the safety risk management,and the Air China＇s experience from the construction of SMS in the past five years.Finally,some key points in the SMS construction and continuous improvement of China＇s airlines are put forward.
