摘　　要：我国农村劳动力资源丰富,但整体素质不高,这直接影响农村发展和农民增收。本文以信阳农村人力资源为范例,提出了提升农村人力资源素质的必要性及其具体办法。Our country has abundant manpower resource,but the total quality of which is not so high.The situation has become the main bottleneck which is directly influencing the development of rural area and the income of farmers.This paper takes Xinyang（a nationally designated eco-demonstration city） for example to explain the necessity of improving the quality of rural human resource and offer some methods to resolve the problems.
