被征地农民养老保障现状分析及政策改进

摘　　要：随着老龄化时代的到来,被征地农民群体的养老保障问题引起了社会各界的普遍关注。当前,各级政府也探索和发展出了一些具体的实践模式,但是这些模式带有明显的区域特征,普遍缺乏制度安排的连续性、动态性和发展性,特别是没有解决好被征地农民同农村和城镇两大养老保障体系的接续问题。本文在分析和总结已有实践经验的基础上,提出建构一种以基本养老保障为核心,多层次的、能够有效接续农村和城镇养老保障体系,兼具保障性与发展性双重功能,最终实现城乡一体化运转的养老保障模式。Along with the aging of population, the pension security of the land -expropriated farmers is widely concerned. At Present, governments at all levels have explored and developed some concrete practical patterns, which have obvious regional features and sometimes are free in institution, unsmooth in operation and inefficient in security. More importantly, these patterns re- gard the pension security of the land - expropriated farmers as a single question to be dealt with and are lack of the continui- ty, the dynamic and the expansibility in institutional arrangement, especially they do not well combine the land - expropria- ted farmers with rural and urban social security systems, and thus limiting the universality of institutional innovations. Based on analysis and summary＂ of ready experiences, this article advances a multi - layered pension security pattern, which has both security and development functions, takes the basic pension security as its core and effectively integrates with the rural and urban social security systems to finally realize a comprehensive rural and urban social security system.
