关于重构我国公共设施用地分类的思路探讨

摘　　要：以用地国标的修订为契机,解读《城市用地分类与规划建设用地标准(GBJ137-90)》中"公共设施用地"的内涵,剖析其在经济体制转轨背景下的演变历程和发展趋势。借鉴境内外相关用地分类经验,结合我国城乡规划工作需求,对"公共设施用地"分类的重构提出思路与建议,以期更好地适应政府职能转变的新要求。With code amendment as an opportunity,this paper interprets the concept of ＂commercial and public facilities＂ in the Code for Classification of Urban Land Use and Planning Standards of Development Land,and analyzes the evolvement course and development trend in the economic system transition.Learning from foreign experience,and considering urban and rural planning needs of China,ideas and suggestions for reclassification of ＂commercial and public facilities＂ are made in the paper,so as to better meet the new requirements of government＇s functional transformation.
