发达国家运用知识产权助推战略性新兴产业发展对我国的启示

摘　　要：日本、美国、德国等发达资本主义国家运用知识产权助推战略性新兴产业发展的成功经验主要体现在将知识产权战略与战略性新兴产业发展战略高度整合,将知识产权与战略性新兴产业管理高度融合,以及在企业内部以及企业同研究机构之间形成了研发和产业化的良性互动机制,并运用动态管理方法,将战略性新兴产业的新创意与新的市场顺畅地连接起来。我国知识产权助推战略性新兴产业发展应谋划国家层面的知识产权助推战略,为战略性新兴产业发展提供保障;构建产业层面的知识产权助推创新体系,为战略性新兴产业发展提供动力;提升企业层面对知识产权的掌握程度和运用能力,壮大战略性新兴产业主体;加大专利分析与布局力度,为战略性新兴产业发展找准主攻方向,从而切实推进战略性新兴产业发展。The useful experience,which applying intellectual property rights to boost the development of strategic emerging industries in the developed capitalist nations such as Japan,USA,Germany,mainly embodies in the highly integration of strategy and management between intellectual property rights strategy and strategic emerging industries,and the good interaction mechanism between R D and industrialization internal and among enterprises and research institutions.Then,using the dynamic management methods,the news ideas and new markets in strategic emerging industries can be connected smoothly.In our country,we must plan the boosting strategy system of intellectual property at the national level to provide a guarantee for the development of strategic emerging industries,and structure the boosting innovation system of intellectual property at the industry level to provide an impetus for it,and enhance the mastery and ability to use intellectual property rights at the enterprise level to strengthen the strategic emerging industry bodies.At last,we should increase patent analysis and layout efforts to identify the main direction for the development of strategic emerging industries and push forward their development conscientiously.
