摘　　要：纵观西方公共行政发展历程,它始终逃不出公平和效率的矛盾范畴,追求公平,必然有损效率,反之亦然。中国公共行政改革同样面临着公平与效率的价值冲突。那么,在构建和谐社会的目标追求中,如何处理好这些问题是值得相关人士思考、探讨及实践的。Throughout the development process of public administration in western.It＇s not always escape from the contradiction category of justice and efficiency.Pursuing justice,which inevitably damages efficiency.Vice versa.China＇s public administration reform also faces value conflicts of justice and efficiency.Then,in the objective pursuit of constructing a harmonious society.How to deal with the problem is worth considering and discussing and practicing for the relevant personage.
