广东异地商会管理制度改革趋势探析

摘　　要：近年来,在粤异地商会发展迅速,但是国家、广东省有关部门的相关政策法规却显得有些滞后。基于在粤异地商会实际发展情况,结合珠三角各地政府出台的鼓励异地商会发展的一些具体做法,再综合考虑国家以及广东省政府的有关框架精神,文章认为未来一段时间,广东有关异地商会的政策走向将是:县级异地商会将会合法化;二元管理体制,将会逐渐向一元管理体制转变;珠三角各城市群之间的商会合作方式将是下一步政策研讨的内容之一。In recent years,the foreign chambers of commerce developed at a rapid speed in Guangdong but the relevant departments of the state and Guangdong province appeared reluctant in the related policy and regulations.Based on the actual development of the foreign chambers of commerce in Guangdong,some concrete methods published by some local governments of the pearl river delta,and relevant documents of the state and Guangdong government are considered to present a trend toward the policy about the foreign chamber of commerce： the foreign chamber of commerce at the county level will be legalized;two departments management system of the chamber may gradually transform to one management system;the chamber＇s cooperation way among urban agglomeration of pearl river delta will be one of the contents of the future policy discussion.
