摘　　要：发展体育彩票对于建设体育强省具有重要意义,湖北省体育事业发展"十二五"规划把体育彩票作为五大重点发展目标之一。对湖北省体育彩票发展现状和存在的问题进行了分析,并据此提出了可持续发展的对策:采用分级管理模式,引入职业经理人;建立市场研发体系,丰富体育彩票品种和玩法;构建大众、舆论和政府三位一体的宣传体系;创新体育彩票销售方式,加强体育彩票人才培养;加强体育彩票文化建设,形成"体彩文化"品牌;健全和完善目标考核体制,形成较为健全的奖惩机制。The sports lottery is of great significance to the Hubei province on its way to the sports power province and it is one of the five goals of the twelfth Five Year Plan of the Hubei sports undertaking. The paper discusses the current devel- opment of the sports lottery in Hubei province and analyses the problems. The paper proposes to introduce the classified management mode and professional agents, establish the market research and exploitation system, enrich the lottery types, set up the publication system composed by the public, press and government, create new sports lottery sales ways, strengthen the sports lottery talent development and sports lottery culture development and improve the evaluation mecha- nism.
